GRU Division P, codename PHAETON (Rus. ФАЭТОН), is the Soviet and Russian counterpart to DETR and its principal adversary.

Raised in 1965 by closed commission of the GRU Main Staff, following a series of mass psychoneurological incidents at the Baikonur Cosmodrome and the failure of the VORKUTA programme. The same year the United States raised the Special Projects Staff.
