The Office of the Director-General is the head of DETR, sitting within Directorate Command. Two Under Director-Generals hold post beneath it.

Authority

The Office is the only body on the Departmental chart that does not stand in a chain of command with anything.

It does not command the Security Council. It holds a single instrument of veto over the Council's decisions. The Director-General may halt the Department and may not direct it, and nothing directs the Director-General.

Protection

Unit-01 Cherubim holds permanent responsibility for the person of the Director-General. The Office is the only principal in the Department protected by a formation that cannot be ordered.

The Instrument of Subordination

Following an internal event in February 2023, the Security Council adopted a standing instrument binding itself, in perpetuity and without appeal, to the authority of the Office.

Under the instrument no member of the Council may hold contact with the Director-General outside formal session, may receive briefing outside the minuted record, or may be informed of the name of the officeholder.

The Council obeys the Director-General absolutely and is forbidden to know him.
