Strategic Command is the operational and judicial half of DETR.

It holds the U.S. Federal Special Court (marking TS//STRATCOM-FSC), the Directorate of Field Operations, and direct affiliation over Unit-07 Nephilim — the only formation in T.A.R.P. Division that does not answer through the Security Council.

The arrangement is deliberate. The single formation capable of sustained contact with The Apple is held outside the chain of command that governs everything else in the Department.
