GRU Division P, codename PHAETON (Rus. ФАЭТОН), is the Soviet and Russian counterpart to DETR and its principal adversary.
Raised in 1965 by closed commission of the GRU Main Staff, following a series of mass psychoneurological incidents at the Baikonur Cosmodrome and the failure of the VORKUTA programme. The same year the United States raised the Special Projects Staff.
The name
Phaeton was the son of the sun god, who took the chariot of heaven and very nearly burned the Earth. The Department's standing assessment is that the choice of name is not ironic and should be read as a statement of intent.
Mandate
To comprehend and, in due course, subordinate the invisible structure of thought that determines the fabric of reality.
Staffed by philosophers, linguists, cryptographers, physicists, mathematicians and poets, all screened for ideological reliability. The inclusion of poets is not decorative; the founding commission held that figurative cognition was a required instrument.
Doctrine
Anomalies are not faults in the world. They are symptoms of a system being rewritten. The instrument required to complete the edit is The Fruit of Recursion, and the West is concealing it.
Where the Department contains, Division P cultivates. From the 1980s it has nurtured anomalies deliberately, for weaponisation.

The Thaumaturgical Gap
Departmental strategy is organised around the prevention of a Thaumaturgical Gap: the hypothetical point at which Division P achieves a critical mass of supernatural capability sufficient to bypass conventional nuclear deterrence entirely.
Whether the Gap is real, and whether it has already been crossed in the other direction, is the subject of an annual assessment which has been classified at Class-A every year it has been produced.
