Execution
The Council executes through the Operational Chief, who is supported by two Advisory to the Operational Chief per Directorate.
Limits
The Council is subject to veto by the Office of the Director-General and to no other check. Since February 2023 it has additionally been subject to its own Instrument of Subordination, under which it may neither disobey the Director-General nor be permitted to know him.
